A retired Florida law-enforcement executive, licensed professional investigator, and security consultant with more than 23 years of experience in criminal investigations, public-safety administration, security management, and organizational leadership.
The biography
A career built on command, investigation, and public safety
Before retiring from Florida Atlantic University, Howard Howell served as Police Captain overseeing police operations for the university's Northern Campuses — including the John D. MacArthur Campus in Jupiter and the Harbor Branch Oceanographic Institute.
Throughout his career at Florida Atlantic University, he held progressively responsible leadership positions including Police Lieutenant and Police Captain. His responsibilities included supervising law-enforcement personnel, directing investigations, coordinating behavioral threat assessments, managing emergency operations, and developing crime-prevention and campus security strategies.
As a Police Captain, he supervised teams of officers, supervisors, and victim advocates, directed investigative operations, and served as a District Threat Management Coordinator. His experience also includes coordinating security for major university events, dignitary protection assignments, and emergency response operations.
Before his university command assignments, he served with the Palm Beach County School District Police Department, where he investigated criminal offenses, strengthened school security, and developed crime-prevention initiatives. His broader professional background includes service with the Palm Beach County Sheriff's Office, municipal law enforcement, and private investigative assignments supporting attorneys and individual clients.
My objective is to provide professional, ethical, confidential, and evidence-based services — objective findings, sound recommendations, and dependable service.
